Bibb County Sheriff’s Office deputies arrest a Macon man for Kidnapping, Cruelty to Children, Terroristic Threats, and Simple Battery.

It was reported that on August 21, 2020, at 10:30 p.m., 43-year-old Julian Julius Sparks, of Macon, used his girlfriend’s 13-year-old son to lure her ex-boyfriend, 45-year-old Arthur Quarterman, of Macon, to a residence off Huguenin Avenue. When Quarterman arrived at the home Sparks confronted him about possibly still having relations with Sparks’ girlfriend. During the confrontation, Sparks pulled a pistol and made Quarterman get back into his vehicle. Quarterman had two adults and one infant in the vehicle with him. Sparks also got into the vehicle with them. Sparks would not let anyone out of the vehicle and made Quarterman drive him to several locations looking for Sparks’ girlfriend.

It was reported that Sparks had Quarterman drive him to multiple drug houses and Sparks bought and continued to use drugs while Quarterman drove him around with the passengers still in the vehicle. Finally, Sparks allowed Quarterman to drop off the other passengers without incident. It was not until around 05:00 a.m. on August 22, 2020, that Sparks had Quarterman drive him back to the residence on Huguenin Avenue and drop him off. No one was injured during the incident.

Bibb County Sheriff’s Office Investigators were able to make contact with and take Sparks into custody without incident in the parking lot of the Macon Mall, 3661 Eisenhower Parkway, at 10:40 a.m.

Sparks was transported to the Bibb County Sheriff’s Investigations Office for questioning. He was then transported to the Bibb County Jail and charged with four counts of Terroristic Threats, four counts of Kidnapping, Cruelty to Children 1st Degree, Simple Battery. Sparks is being held without bond at this time.
