An investigation by the Bibb County Sheriff’s Office Criminal Investigations Division leads to four arrests, to include a Bibb County Sheriff’s Deputy. Arrested are Lemroyal James, Clifford Delaney Greene, Dimitrious Antoine Brown and Deputy Albert Murray. All four are charged with False Statements and Writings. Murray is also charged with Violation of Oath by Public Officer.

 

It was reported on April 8, 2015 James did file a fraudulent “Notice of Contest to Lien” and “Affidavit of Possession” on the property of 5407 Stratford Hills Drive in Macon. He also had a local locksmith company change the locks on the house which does not belong to him. On April 16, 2015 Greene did file a fraudulent “Notice of Contest to Lien” and “Affidavit of Possession” on the property of 1625 Ginny Drive in Macon.  He also had a local locksmith company change the locks on the house which does not belong to him. On May 1, 2015 Brown did file a fraudulent “Notice of Contest to Lien” and “Affidavit of Possession” on the property of 3020 Castlewoods Drive in Macon.  He also had a local locksmith company change the locks on the house which does not belong to him. On April 20, 2015 Murray did file a fraudulent “Notice of Contest to Lien” and “Affidavit of Possession” on the property of 3553 Academy Lane in Lizella Georgia.  He also had a local locksmith company change the locks on the house which does not belong to him.

 

James, Greene, Brown and Murray were booked into the Bibb County Law Enforcement Complex this afternoon. Sheriff Davis terminated Deputy Murray immediately after the warrants were served and Murray was brought to the LEC.

Murray was a former Macon Police Officer who served as a Property Investigations detective and he served as such post-consolidation. The investigation revealed that on April 20th Murray filed a “Notice of Contest of Lien” with the Superior Court Clerk’s office against a piece of property that he had no authority to do so. He then took possession of the property and had the locks changed and posted a “Notice of Contest of Lien” inside the front window of the property. When confronted by a realtor who was trying to show the property to a potential buyer, Murray attempted to sell the home to the potential buyer for a price significantly less than the value of the house. Witnesses were able to get the vehicle number of the government vehicle Murray was driving and report this to patrol deputies. This encounter was reported to the sheriff’s office on April 28th. Deputies alerted investigators who immediately began looking into this case.

Murray was placed in an administrative, non-law enforcement, position while investigators looked into the case.

Bibb investigator Sgt. Jason Batchelor was able to not only make this case against Murray and his accomplices but was also able to gather enough evidence about other potential real estate scams in which Murray and the others were involved. Additional counts may be pending.

Sgt. Batchelor also discovered similarities in these cases to cases from 2010 in Dekalb County that were affiliated with the Sovereign Citizens Movement.  The Sovereign Citizens Movement is a group of litigants, commentators, tax protesters and financial-scheme promoters. Self-described sovereign citizens take the position that they are answerable only to their particular interpretation of the common law and are not subject to any statutes or proceedings at the federal, state or municipal levels.


Because the Sovereign Citizen Movement is considered a subversive organization and because this case appears to cross into many jurisdictions, the Bibb County Sheriff’s Office has notified the GBI, FBI and the Joint Terrorism Task Force and will be turning investigative material over to them for further investigations.

Investigators have also determined that Murray was affiliated with the Nuwaubian Nation of Moors when he was a Macon Police Officer.

Bibb Sheriff David Davis said, “This is an outright betrayal of the public’s trust and I will not tolerate any criminal behavior from my deputies. It was very unsettling to find out that we had an employee who has connections to a group which does not support the basic legal principals which we are sworn to uphold. I am proud the investigators worked quickly and we were able to take action and put this man and his accomplices behind bars.”
