The Bibb County Sheriff’s Office Crimes against Children Investigator received a call from the mother of Latoya James on Thursday night. She reported that James contacted her and asked her to go to the Applebee’s Restaurant at 2574 Riverside Drive to pick up the children.
David Howard had turned the children over to a friend to take them to the restaurant to meet James’s mother. Bibb County Sheriff’s Deputies also responded to the restaurant. After James’s mother took the children to return to the mother, the friend of Howard took the investigator to Howard. He was at a parking lot near the restaurant. Howard was taken into custody by Bibb County Sheriff’s Deputies and transported to the Bibb County Law Enforcement Center at about 11:00 p.m. Thursday night on the warrants issued for 4 counts of kidnapping. He is awaiting his first appearance before a Magistrate Judge.
The children were reported to be unharmed and are fine. Investigators are continuing the investigation of the incident and anyone with information is asked to contact the Bibb County Sheriff’s Office at 478-751-7500.
